    When mounting, lightly lubricate the threads and place the sealing ring between the cap and flange. Tighten so a good seal is made, but do not overtighten and deform the seal. Align the cap so the hinge is between bolt holes.  Hold this assembly up to your tank bung an make the desired opening alignment. Make a mark so you can place in the same position. Remove the cap from the bung and then mount the seal and bung to the tank in the marked position. Finally replace the cap and tighten to the previously chosen position.
